De nombreux acteurs\u00a0y sont impliqu\u00e9s, notamment : r\u00e9gion, commune, \u00e9cole, parents, \u00e9l\u00e8ves et usagers en g\u00e9n\u00e9ral. Comment chacun d\u2019eux peut-il contribuer \u00e0 une meilleure organisation de la circulation sur les acc\u00e8s menant \u00e0 l\u2019\u00e9cole et dans sa p\u00e9riph\u00e9rie\u00a0?<\/p>\n<h3><em><strong>Un inventaire des risques, contraintes et opportunit\u00e9s<\/strong><\/em><\/h3>\n<p>Les d\u00e9fis qui se posent sont nombreux et concernent tant les trajets vers l\u2019\u00e9cole que la gestion des d\u00e9placements aux abords imm\u00e9diats de celle-ci. Il faut tenir compte notamment de la localisation de l\u2019\u00e9tablissement (centre-ville, p\u00e9riph\u00e9rie voire en pleine campagne), de son environnement imm\u00e9diat (type de voirie, etc.), des modes de transport disponibles (bus, trams, voitures, v\u00e9los, \u2026), de la taille de l\u2019\u00e9cole et l\u2019\u00e2ge des \u00e9l\u00e8ves qui la composent.<\/p>\n<p>Le premier probl\u00e8me est bien entendu li\u00e9 \u00e0 la vitesse mais aussi aux conflits entre les v\u00e9hicules motoris\u00e9s et les usagers plus faibles. Ensuite viennent les dangers et risques li\u00e9s \u00e0 la forte densit\u00e9 du trafic vers et autour des \u00e9tablissements. Il y a enfin la difficult\u00e9 du stationnement aux abords des \u00e9coles \u00e0 l\u2019origine de comportements dangereux dont les usagers faibles sont les premi\u00e8res victimes.<\/p>\n<h3><strong><em>Les objectifs prioritaires et actions \u00e0 mener<\/em><\/strong><\/h3>\n<p>A partir de cette premi\u00e8re analyse de risques, des objectifs pr\u00e9cis seront fix\u00e9s et hi\u00e9rarchis\u00e9s toujours avec le souci de poursuivre une strat\u00e9gie de s\u00e9curisation coh\u00e9rente qui tiendra compte de tous les param\u00e8tres<em>.<\/em>\u00a0A chacun de ces objectifs correspondront des actions sp\u00e9cifiques qui exigeront ou non des am\u00e9nagements de voirie parfois cons\u00e9quents pour atteindre les r\u00e9sultats esp\u00e9r\u00e9s.<\/p>\n<p>Des exemples d\u2019objectifs\u00a0? Citons\u00a0: privil\u00e9gier les modes de d\u00e9placements \u00abdoux\u00bb et transports en commun, optimiser la perception \u00abVigilance, \u00e9cole\u00a0!\u00bb, canaliser le trafic automobile, r\u00e9duire drastiquement la vitesse, etc.<\/p>\n<h3><em><strong>Quel type de mesures pour s\u00e9curiser le trafic scolaire\u00a0?<\/strong><\/em><\/h3>\n<p><em>\u00a0<\/em>De nombreuses interventions sont possibles, quelques exemples.<\/p>\n<h5><strong>Pour plus de visibilit\u00e9 de l&rsquo;\u00e9cole<\/strong><\/h5>\n<p>L\u2019id\u00e9e est de cr\u00e9er une ambiance urbaine conviviale \u00ab Vigilance\u00a0! Abords d\u2019\u00e9cole \u00bb, effectivement perceptible par les conducteurs de v\u00e9hicules motoris\u00e9s. La pr\u00e9-signalisation r\u00e8glementaire de police, les \u00e9quipements lumineux d\u2019alerte ou encore les marquages au sol sp\u00e9cifiques y contribuent. Plus original et tout aussi efficace\u00a0: le placement du Totem Crayon visible par ses couleurs \u00e9clatantes et sa hauteur ou le mobilier urbain sp\u00e9cifique aux \u00e9coles de l\u2019entit\u00e9.<\/p>\n<h5><strong>R\u00e9guler la vitesse aux abords de l\u2019\u00e9cole\u00a0?<\/strong><\/h5>\n<p>Se limiter \u00e0 la signalisation classique pr\u00e9vue par le code de la route et les marquages au sol est insuffisant. Pour une bonne ma\u00eetrise de la vitesse, les \u00aboutils\u00bb efficaces ne manquent pas\u00a0: plateaux ralentisseurs, coussins berlinois, mise \u00e0 sens unique de la voirie, r\u00e9alisation de zones\u00a0<span class=\"highlight\">30<\/span>, \u00eelots avec signal routier, plantation et mobilier ou non, effets de portes (chicanes), feux de signalisation, \u00e9largissement des trottoirs au d\u00e9triment de la chauss\u00e9e, etc.<\/p>\n<h5><strong>Comment limiter le trafic et organiser le stationnement<\/strong><\/h5>\n<p>Pr\u00e9voir des emplacements de stationnement r\u00e9pondant aux besoins des diverses cat\u00e9gories d&rsquo;usagers et des riverains ainsi que promouvoir d&rsquo;autres comportements pour rejoindre l&rsquo;\u00e9cole et diminuer la pression du trafic aux abords de l\u2019\u00e9tablissement est indispensable.<\/p>\n<p>Actions possibles\u00a0: des campagnes d\u2019information sur les transports en commun, l\u2019organisation d\u2019une centrale de covoiturage (\u00abRouler malin\u00bb avec Taxistop), l\u2019am\u00e9lioration de la qualit\u00e9 des chemins pi\u00e9tonniers menant \u00e0 l\u2019\u00e9cole (\u00abA pied, \u00e7a roule\u00bb avec Pedibus), les aires de stationnements du type d\u00e9pose minute, etc.<\/p>\n<p>Autres interventions, selon la configuration des lieux\u00a0: la suppression du trafic de transit inutile (cr\u00e9ation d\u2019impasses, fl\u00e9chages, etc.), la cr\u00e9ation de dessertes locales, sens interdits, sens uniques,\u00a0<span class=\"highlight\">zone<\/span>\u00a0pi\u00e9tonne, etc.<\/p>\n<h5><strong>Renforcer la pr\u00e9sence de personnel habilit\u00e9<\/strong><\/h5>\n<p>Indiscipline des automobilistes, vitesse excessive, se parquer sur le trottoir ou sur les passages pi\u00e9tons, travers\u00e9e dangereuse de la chauss\u00e9e par des parents\u00a0: les infractions au code de la route ne manquent pas \u00e0 la sortie des \u00e9coles.<\/p>\n<p>Une pr\u00e9sence polici\u00e8re effective rev\u00eatant avant tout un caract\u00e8re pr\u00e9ventif peut \u00eatre envisag\u00e9e dans le cadre d\u2019un partenariat avec la\u00a0<span class=\"highlight\">zone<\/span>\u00a0de police. Sur base des probl\u00e8mes rencontr\u00e9s en termes de mobilit\u00e9, les services de police \u00e9valueront la faisabilit\u00e9 et la strat\u00e9gie \u00e0 adopter pour r\u00e9pondre aux attentes de s\u00e9curit\u00e9 aux acc\u00e8s \u00e0 l\u2019\u00e9tablissement. Egalement\u00a0: l\u2019action de surveillants et de gardiens de la paix pour s\u00e9curiser les passages pour pi\u00e9tons et canaliser le trafic aux abords de l\u2019\u00e9cole.<\/p>\n<h5><strong>Eduquer et sensibiliser enfants et adultes<\/strong><\/h5>\n<p>L\u2019\u00e9ducation de l\u2019enfant et de l\u2019adolescent \u00e0 la mobilit\u00e9 et \u00e0 la pr\u00e9vention des accidents est de la comp\u00e9tence des enseignants et des parents. Sensibiliser les \u00e9ducateurs, parents, riverains, conducteurs s\u2019impose \u00e9galement.
